Rewriting the Government's lockdown orders for those of us who don't take orders

Re-imagined COVID-19 EMERGENCY MEASURES  for Guyana

These emergency measures are made pursuant to the paragraphs (1) and (2)(b) of the Direction by the President, given under the Public Health Ordinance, Cap. 145, and published in the Gazette, Legal Supplement B, 16th March 2020.
The measures shall take effect from the 3rd April, 2020 and last for one month unless earlier terminated, extended or amended by notice of the Minister of Public Health after an assessment of the prevailing public health conditions. 


Look, I know some of yall don't what this Government in power and some of yall who vote for Granger don't want to believe that this virus thing is real.

But put a wet cloth over your mouth and nose and then try to breathe and then see if you like it, that is how this virus kills. And yall know we aint got test and ventilator and dem thing and so on for everybody.

I understand that some of yall done decide if is so you gotta dead, then is so you gotta dead as you tek your liquor, your cigarettes, you do de lil bareback sex, you eat de lil fry chicken and all dem ting dat Govermnent try to make yall stop doing so as yall could stay healthy.

But this virus , you gun be deading wid nuff other people.

And is bad enough dat we got de US and de odder Internationals cussing we up about elections, but after the PAHO man seh is time fuh lockdown, look I aint able.


1. Restriction to home
Except as otherwise provided in this Notice every person shall remain in the confines of his or her home and its yard space.

Stay home. clean your yard if you have one or your bridge even and put a lil bench if upstairs is too tense. Play lil music if you want, but not loud. Dance and so. It will be hard to stay home, some of us don't have homes.

You can go out to buy food and medications and so, during the day time.

 Call   , if you are experiencing violence or abuse and need to move to a safe place 

2. Restriction on social activities    


No person shall host, attend or visit-
(a) a private party;
(b) a recreational or competitive sporting event;
(c) a wedding, other than the bride, the bridegroom, official witnesses and the marriage officer;
(d) a banquet, ball or reception;
(e) a bar or rum shop;
(f) the seawall;
(g) a pool, creek or river;
(h) a wake or vigil;
(i) a gym;
(j) a beauty salon or spa;
(k) a club or discotheque;
(m) a meeting of a fraternal society, private or social club or civic association or organisation; or
(n) any other social activity.



Yes, yall cynics noticing this aint seh nutting about GECOM or picketing and so on. No yall can't picket or so. Even if yall wear mask and wrap yall face with the party flags.

Yall could walk on the road, but don't lime, keep moving, take exercise. Don't stand up and gaff with nobody unless yall shouting from 6 foot apart.

Keep that wet cloth to put on your face and breathe through if you want imagine what would happen if you don't do that.



(2) No water sports or recreational activities shall be allowed on any river, creek and internal waters.


(3) No more than ten mourners, one officiant and the funeral director and the necessary staff shall attend a funeral.


 Look, don't wait fuh people get sick or ded and then go to wake and funeral. Call them now, tell them how much you love dem now, or tell dem how much you hate dem (so you don't have to go to the funeral to mek sure dat dey dead) or whatever.

3. Restriction on visitation
No person shall visit or be permitted to visit-
(a) any place of quarantine or an isolation facility;
(b) a prison or correctional facility;
(c) a patient in a hospital, nursing home, senior citizens’ home or any other care facility.



In addition we will be giving phones and so on to patients and allowing them to talk to poeple. We will also give prisoners phones and so on , well dem dat don't have already so that they could do live videos for family and friends. In fact, we might even pardon some of the prisoners who are there for non-violent or victimless crimes.

4. Curfew

A curfew is hereby imposed throughout Guyana from the 3rd April, 2020 to 3rd May, 2020 between the hours of 6:00pm and 6:00am.

Yall please reach home by 6pm and stay home until 6am.

5. Public Service, Statutory Bodies and State-owned Enterprises 
All persons employed within the public service, a statutory body or a State-owned enterprise shall work remotely from home, except as may otherwise be directed by the Minister of Public Health acting on the advice of the responsible Ministers and Heads of Agencies.

We will also use this time to see how we could improve efficiency in the public service, see what core processes are needed, how we could remove redundant systems and reduce paperwork and so on.




6. Essential Services 
(1) Subject to subparagraphs (2) and (3), all services shall remain closed except for the following essential services which may carry on operations for 24 hours-
(a) hospitals, healthcare and medical services including pharmacies, drug stores and private veterinary services;
(b) nursing homes, orphanages, shelters and other related care centers;
(c) immigration;
(d) the Revenue Authority;
(e) electricity services;
(f) water supply services;
(g) the disciplined forces;
(h) prison services;
(i) solid waste management, sewerage  and janitorial services;
(j) air traffic control;
(k) Demerara Harbour Bridge and Berbice River Bridge;
(l) hotels and accommodation;
(m) factories, manufacturers or distributors of food supplies and essential goods including medical supplies where the Minister of Public Health has determined that the continuation of these operations do not pose a risk to public health.

(2) The following services may be open between 6:00am to 5:00 pm-
(a) banks;
(b) markets, supermarkets, fruits and vegetable stalls and neighbourhood shops;
(c) food services and restaurants only for delivery, drive thru and take away services;
(d) gas stations.

Okay, this list is tricky. Some of yall would need de lil religious leader to come home and offer prayers,  so we gun change it as we think. But we need yall to lock down. We know that things like hardware supplies (for those who staying home and will try to fix things), agriculture centres, private security services can be essential.

BUT YALL PLEASE STAY HOME.



(3) Any service not listed in subparagraphs (1) and (2) may only continue their services if their employees can work exclusively from home.

7. Social distancing and physical distancing protocols. 
Any service mentioned under paragraphs 5 and 6 shall make the necessary arrangements to facilitate social and physical distancing and shall- 
(a) ensure that all staff and other persons maintain physical distancing of at least six feet in or outside of their establishment, if in a line to enter the establishment;

(b) determine the number of persons that may be permitted in the establishment at any one time by permitting one person for every thirty square feet of store space;

(c) place distance markers at least six feet apart, indicating where each customer shall stand on a line at a check out point or other line;

(d) place distance markers at least six feet apart on the outside of the establishment, indicating where customers shall stand while waiting to enter the establishment.

Carry an umbrella to stand in the sun if you don't like the sun. Carry a book to read while you stand in the line. Don't play any loud music because if everybody start play lound music people might start shouting and so and spread the virus in dey saliva 


8. Religious Worship 
(1) Except for the conduct of funeral services and weddings, all churches and places of religious worship including mosques and temples shall be closed.


(2) Subparagraph (1) does not prohibit any religious worship by virtual or electronic means provided that if virtual or electronic worship is being carried on in the place of worship the number of persons in that place shall not exceed five persons and the social distancing of six feet between persons shall apply. 



Please please.. yall stay home nah. You could join in prayer. PUt on that wet cloth over your face and trying sing prayers and so on and then you gun know why it is good to stay home... and Yes , we know that the police got enough problem with tief and murderer, dem aint want to lock up no pastor or pandit or imam, so yall please don't bother the police if yall see people worshipping, yall just call name pun Facebook and try lil social media shaming and them thing first and see if that will work.. ow ..

9. Domestic Travel 
(1) Any person who provides transport within Guyana whether by land, water or air shall not carry in that transport more than half the number of passengers which the motor vehicle, vessel or aircraft is licensed to carry and the operators and passengers of any motor vehicle, vessel or aircraft shall have personal protective equipment.  
(2) A motor vehicle, vessel or aircraft shall not be used for a purpose other than a purpose related to a service under paragraphs 5 and 6.
(3) The Police Force shall have powers to stop any motor vehicle, vessel or aircraft and inquire as to the purposes for which that motor vehicle, vessel or aircraft is being utilised, and may arrest anyone found in violation of this paragraph.
(4) Medical evacuation flights shall be allowed with only the patient, one health official and, where necessary, one family member.

10. International Air Travel 
The Cheddi Jagan International and Eugene F. Correia International Airports shall remain closed to all international flights except for outgoing flights, cargo flights, medical evacuation flights, technical stops for fuel only and special authorised flights.

We all know some of we feel that how we gah fuh ded, we gun ded and dat when we take a minibus de destination might not be the one we wanted. But ow man, minibus owners and drivers, yall try nah. I know y all don't even obey existing laws to prevent death and injury. but Yall know, dis virus don't kill quick. And I know we does be lax wid yall because yall carry we political party slogans and flags and so while yall speeding and so.


11. Offence 
Any person who fails to comply with any of these measures commits an offence under section 152 of the Public Health Ordinance and is liable on summary conviction to the penalty provided under that section.

Yall please sanitise any lil raise yall giving to any officials who ketch yall. We hope de officials who decide to tek a raise will ensure dat dey leave de raise fuh five days before touching it.

 12. Revocation 
All curfews or measures taken under any law or administratively are revoked except those made by the Ministers responsible for Education, Civil Aviation, Maritime, Immigration and Finance.

Yall loving Cde V. caretaker Min of Public Health , friend and comrade to thousands, enemy to thousands others.. but who don't want y all to get sick and ded whether yal is friend or foe.

I aint know why de caretaker President don't create a technical taskforce so I could go pay full attention to PNC business at this time instead of dis damn virus. de Minister of Education and de Minister of Foreign Affairs, dem got public health and health qualifications.. ow man, yall ask de President fuh tek me out of dis mess nah?


btw.. yall wear mask if yall want to wear mask. But please check and see wid de cloth yal using.. some of dem patterns got yall gun look like yall walking around wid yall old underwear on yall face.
